…..one of the reasons the boats kept coming and still might is that many refugees have paid their money months in advance. It is also very difficult to get a refund.

  Perhaps, but I suspect there will be resistance to boarding a boat for a one-way trip to PNG. Not in the itinerary at all.

    DANGEROUS:-agree and that is what I mean. Those who have paid in advance have been watched by those waiting to pay. It looks like they are not gonna pay. Sensible economics.
