I surprised this has gone on as long as it has.
It seems fairly obvious that the only reason it has, is that this issue of the boats is controlled at a local level in Indonesia, and that it is based upon the usual graft and corruption model they use for ordinary behavior.
I think I saw a note in the media recently talking about the role of local police chiefs in allowing the trade to go on.
It seems to me that if the govt wants to stop this, and let us be honest in dollar terms this has already become a monstrous impost on the budgetary bottom line, so it is worth their while, they should pay off the Indonesians to limit the trade. Starting at the top and working the way down.
It might also be pragmatic, to be seen to be proactive also, opening a reasonable volume clearing centre to process applicants, adopting a practical approach rather than the piss ant one currently in place.
The UN comtinue to bumble along with the job, understaffed and under funded.
